Bridging Evidence, Policy, and Practice: Key Reflections from the 2026 GLC4HSR Annual Conclave

The 4th Annual Conclave of the Global Learning Collaborative for Health Systems Resilience (GLC4HSR), held in New Delhi on March 24-25, 2026, convened a diverse group of stakeholders for two days of dialogue, reflection, and exchange. With over 250 participants joining both in person and virtually, the Conclave created space for meaningful engagement across sectors, bringing together perspectives that are not often in conversation with one another. ACCESS Health International, serving as the Secretariat for GLC4HSR, supported the design and convening of this platform, with a continued focus on bridging evidence, policy, and practice.


A notable aspect of this year’s Conclave was the breadth of participation. Representatives from government and public health systems, academia and research institutions, healthcare delivery, development partners, and experts working across digital health, data governance, and health financing contributed to the discussions. This diversity helped ground the conversations in practical realities, enabling an exchange that moved beyond conceptual frameworks to reflect the complexities of implementation across different contexts.

The agenda, anchored in the theme of moving from resilience theory to deployable action, brought together over 45 speakers across eight thematic sessions. Discussions explored a range of interconnected priorities, including strengthening health data governance, advancing workforce and competency frameworks, improving strategic purchasing mechanisms, and building more resilient supply chains. There was also significant focus on the evolving role of artificial intelligence and digital health, as well as the importance of community-based and community-responsive approaches in strengthening health systems.

Across these discussions, there was a shared recognition that resilience cannot be addressed in isolation. The need to translate evidence into actionable strategies, strengthen cross-sector collaboration, and place implementation at the center of system design was repeatedly emphasized. Participants reflected on the importance of sustained engagement and continuous learning, particularly in the face of emerging and overlapping health challenges.

As a platform focused on health systems resilience across both health and allied social systems, GLC4HSR continues to evolve in both scale and substance. The 2026 Conclave reflected a growing community of practice that is committed to advancing this agenda thoughtfully and collaboratively. ACCESS Health International, in its role as Secretariat, remains engaged in supporting this effort through continued convening, knowledge exchange, and the dissemination of insights.
