Additional Chief Secretary, Government of Uttar Pradesh, India
Dr. Amit Kumar Ghosh is a Senior Indian Administrative Service (IAS) officer from the Uttar Pradesh cadre, with over three decades of experience. He is currently serving as Additional Chief Secretary, Medical Health, Family Welfare & Medical Education, Government of Uttar Pradesh, India.
Prior to this, he has served in key roles such as Principal Secretary in the Government of Uttar Pradesh and Additional Secretary in the Ministry of Social Justice & Empowerment, Government of India. As Additional Secretary at the Ministry of Road Transport and Highways, Dr. Ghosh played a key role in the landmark Bharatmala Pariyojana, India’s largest highway development project, aimed at constructing 34,800 km of national highways with a budget of USD 100 billion. He has held several senior leadership positions, including Managing Director of UPSIDC, Director of Industries, and District Magistrate in major cities like Lucknow, Meerut and Uttarakhand.
A graduate in Electronics Engineering from Andhra University, he holds a Master’s in Public Management from the London School of Economics and an M.A. in Defence Studies. He has contributed to public health through roles like Adjunct Professor at PHFI and as a member of the Scientific Advisory Committee for Harvard’s Better Birth Project.
Dr. Ghosh is also the President of the K.D. Singh ‘Babu’ Memorial Society, promoting hockey at the grassroots, and is involved in the Central IAS Association and the National Advisory Council of the Indian Space Association.
